The Lothian NHS Board Primary and Community Partnership Committee

The Lothian NHS Board Primary and Community Partnership Committee is chaired by a Non-Executive Director of NHS Lothian Board.  The Chairs of each of the 5 NHS Lothian CHPs/CHCP are members of the Committee which also includes:

  • a General Manager from each of the CHPs
  • a Clinical Director from each of the CHPs
  • 2 members from specialist hospital services - a senior manager and clinical director
  • a Staff member from the Area Partnership
  • a Finance member
  • a Planning member
  • Local Authority members

    South Edinburgh CHP – Who We Are

    The South Edinburgh CHP Committee comprises:

    Chair Councillor Kingsley Thomas.  Councillor Thomas is a Non-Executive Director of NHS Lothian Board.  He has a key role in chairing the CHP Sub-Committee meeting, ensuring that current operational issues, development plans and projects are discussed and scrutinised, and that there is collective responsibility for decisions that are made in an open, honest and responsible way.

    General Manager Mr David Small.   Mr Small has a key role in leading and
    managing and has accountability for the planning and delivery of services. He is also responsible for ensuring integration with specialist services, Local Authorities and other partners. He is accountable to the Chief Executive of Lothian NHS Board.

    Clinical Director Dr Ian McKay.  Dr McKay has a key role in leading, co-ordinating and supporting the organisation (including Planning and Redesign), quality and effectiveness of all clinical services within the CHP, including those hosted o­n behalf of NHS Lothian. He is accountable to the Medical Director of Lothian NHS Board.

    Chief NurseMs Sally Lee.  Ms Lee has a key role in providing clinical leadership, professional and managerial support (including Planning and Redesign), quality and effectiveness of all nursing staff within the CHPs to ensure that high quality nursing care is provided to patients and their carers.  She is accountable to the Edinburgh CHPs General Manager.

    Lead Allied Health Professional (AHP) Ms Angela Lindsay.  Ms Lindsay has the lead role in the strategic development, professional management and integration of Allied Health Professions (AHPs) – Physiotherapists, Occupational Therapists, Speech & Language Therapists, Dietitians and Podiatrists.  Directly managing and accountable for the performance of AHP services within the CHPs providing professional support, advice and representation for AHPs in The City of Edinburgh Council.  She is managerially accountable to the Edinburgh CHPs General Manager and professional Accountable to the Nurse Director, NHS Lothian.

    General Medical Practitioner Members Dr Sandy Reid and Dr Carl Bickler.  Dr Reid and Dr Bickler ensure the professional input to the CHP from local GPs.

    Specialist Medical Practitioner (Consultant Acute/Mental Health) Dr Casey Stewart. Dr Stewart ensures professional input from Hospital services.

    Acute (Hospital) Senior OfficerMr Graham Paxton. Mr Paxton provides a Senior Management communication and information sharing link between the CHP and the Acute Division. To contribute to the CHP agenda bringing key information from the Acute Division, and contributing to a single system, joined up approach to health provision in Lothian. To ensure that key issues and information from the CHP meeting is brought back to the Acute Division Senior Management Team to inform the decision making process within the Acute Division.

    Interim Nurse MemberMs Dawn Arundel. Ms Arundel provides operational nursing input to Edinburgh CHPs services and development

    General Dental Practitioner Mr John Davidson. Mr Davidson ensures that dental services are more integrated with other NHS services and advises o­n the CHP input to the Primary Care Contracts Organisation (PCCO) o­n Independent Contractor issues relating to dentists. He also acts as the link in the CHP to bring the 3 branches of dentistry in Lothian (Dental Institute, General Dental Practitioners and Community Dentistry) together.

    Optometrist Mr Bashir Wadee. Mr Wadee ensures that the opportunities presented by closer integration of Optometry services with the rest of the NHS are maximised. This will be particularly important in the area of Chronic Disease Management (CDM).  He will advise the CHPs input to the PCCO o­n Optometrist issues.

    Community Pharmacist - Mr Martin O’Dwyer. Mr O'Dwyer ensures continued and expanded engagement of Community Pharmacists with the rest of the NHS. This is especially important in the context of Chronic Disease Management. He also ensures that opportunities for expanding the role of Community Pharmacists are maximised under the new Community Pharmacy contract. He has a key role in advising the CHP input to the Primary Care Contracts Organisation o­n Community Pharmacist contractual issues.

    Council Elected Member Councillor Jack O’Donnell.  Councillor O’Donnell ensures that there are close working relationships and mutual developments between Health and the Local Authority

    Council Officer Member Mr David Jack. Mr Jack is the officer representative from the Council, able to provide professional advice to the Committee o­n Council policy and service issues and wider partnership matters.

    Staff Member (Staff Partnership) Mr Stuart McLauchlan.  Mr McLauchlan is responsible for representing staff interests in all decisions affecting the CHP

    Public Partnership Forum Member Ms Jo Scott and Mr Ian Clement. Ms Scott and Mr Clement represent the South Edinburgh PPF ensuring a communication and information sharing link between the CHP and the PPF. Contributing to the CHP agenda and sharing relevant information between the PPF and CHP to ensure an inclusive approach to the aims and objectives of the CHP and that key PPF issues are reviewed and addressed.

    Voluntary Sector Members - Mr Jeff Frew and Mr Colin Murray. Mr Frew and Mr Murray are responsible for representing the interests of the voluntary sector within Edinburgh to the CHP.

    Carers RepresentativeMr Seb Fischer.  Mr Fischer is responsible for representing the interests of Carers organisations within Edinburgh to the CHP.
